    Communication Networks, Hegemony, and Communicative Action

    Communicative action now commonly takes place in electronically mediated global networks and the networks are a powerful form of social ordering. This article analyzes the different forms of power that operate in communicative networks and how these alter communicative action. It suggests that the more optimistic literature on global and network governance, arguing and bargaining, and soft norm generation has not taken these new modes of hegemony fully into account.     Action theory in Habermas and educational practices

    In this paper I explore the potential for viewing education as an “unrestricted communication community” (Habermas 1990: 88), using categorisations from Habermas of different kinds of action as analytical tools for examining educational practices. For the paper, I pursue two main themes: 1) how the concept of communicative action in relation to the three forms of knowledge-constitutive interest (Habermas 1987) can be operationalised in educational discourse 2) how the distinguishing of communicative action and discourse ethics from other forms of action may be used to understand the interaction taking place in educational contexts to develop evaluative tools for examining teaching practices. The potential of this framework for encouraging critical reflection on teaching, on critical incidents in teaching, peer observation, or tutor observation of novice practitioners is also discussed in relation to the forms of reflexivity that Habermas identifies as necessary conditions of human freedom (1996). Taken together, these different constructs form a powerful framework for critically examining the truth and validity claims both explicitly made and implied in educational practices from the perspectives of the individual as well as the professional community to which the individual belongs. It is accepted that a rational, communicative action aimed at reaching consensus does not necessarily dominate either the school or the higher education institution’s normal mode of discourse. Thus, the paper also differentiates other forms of action, incorporating these into the overall critical framework

    Human rights as demands for communicative action

    A key issue with human rights is how to allocate duties correlative to rights claims. But the philosophical literature, drawing largely on naturalistic or interactional accounts of human rights, develops answers to this question that do not illuminate actual human rights problems. Charles Beitz, in recent work, attempts to develop a conception of human rights more firmly rooted in, and helpful for, current practice. While a move in the right direction, his account does not incorporate the domestic practice of human rights, and as a result remains insufficiently instructive for many human rights challenges. This paper addresses the problem of allocating correlative duties by taking the practices of domestic courts in several countries as a normative benchmark. Upon reviewing how courts in Colombia, India, South Africa, Indonesia, and elsewhere have allocated duties associated with socio-economic rights, the paper finds that courts urge parties to move from an adversarial to an investigative mode, impose requirements that parties argue in good faith, and structure a public forum of communication. The conclusion argues that judicial practice involves requiring respondents to engage in communicative, instead of strategic, action, and explores the implications of this understanding of human rights.Human Rights,International Terrorism&Counterterrorism,Parliamentary Government,Gender and Law,Health Law

    Why do dogs (Canis familiaris) select the empty container in an observational learning task?

    Many argue that dogs show unique susceptibility to human communicative signals that make them suitable for being engaged in complex co-operation with humans. It has also been revealed that socially provided information is particularly effective in influencing the behaviour of dogs even when the human’s action demonstration conveys inefficient or mistaken solution of task. It is unclear, however, how the communicative nature of the demonstration context and the presence of the human demonstrator affect the dogs’ object-choice behaviour in observational learning situations. In order to unfold the effects of these factors, 76 adult pet dogs could observe a communicative or a non-communicative demonstration in which the human retrieved a tennis ball from under an opaque container while manipulating another distant and obviously empty (transparent) one. Subjects were then allowed to choose either in the presence of the demonstrator or after she left the room. Results showed a significant main effect of the demonstration context (presence or absence of the human’s communicative signals), and we also found some evidence for the response-modifying effect of the presence of the human demonstrator during the dogs’ choice. That is, dogs predominantly chose the baited container, but if the demonstration context was communicative and the human was present during the dogs’ choice, subjects’ tendency to select the baited container has been reduced. In agreement with the studies showing sensitivity to human’s communicative signals in dogs, these findings point to a special form of social influence in observational learning situations when it comes to learning about causally opaque and less efficient (compared to what comes natural to the dog) action demonstrations

    For some, the transnationalization of political action and communicative space in the European Union heralds an emergent cosmopolitan order. Need that be so? There are supranational institutions in the EU as well as transnational political and cultural spaces and cross-border communicative flows. However, the Union's member states remain key controllers of citizenship rights and purveyors of collective identities. And for many purposes they still maintain strongly bounded national public spheres. Because the EU's overall character as a polity remains unresolved, this has consequences for the organization of communicative spaces. The EU is a field of tensions and contradictions that is inescapably rooted in institutional realities. Wishful thinking about cosmopolitanism can get in the way of clear analysis

    Communicative Action, Strategic Action, and Inter-Group Dialogue

    A consensus has emerged among many normative theorists of cultural pluralism that dialogue is the key to securing just relations among ethnic or cultural groups. However, few normative theorists have explored the conditions or incentives that enable inter-group dialogue versus those that encourage inter-group conflict. To address this problem, I use Habermas’s distinction between communicative and strategic action, since many models of inter-group dialogue implicitly rely upon communicative action, while many accounts of inter-group conflict rest upon strategic action. Drawing on explanatory accounts of inter-group conflict, I outline five strategic logics of group conflict, what I call the resource, political, information, positional, and security logics. I then argue that these strategic logics cannot be overcome by three motivations commonly thought to support communicative action: moral–cognitive consistency, the normative characteristics of modernity, and publicity constraints. At this point, I turn to an empirical case, the reception of AfricanAmerican concerns within the Jewish public sphere prior to the Second World War, in order to suggest that, although strategic incentives might hinder inter-group dialogue, they may also encourage it. In conclusion, I provide three recommendations for how theorists might utilize strategic incentives in order to recognize which actors, policies, or institutions can encourage inter-group dialogue
